Job Description:
In this role you will also be responsible for the following:
Partnering with various teams (across Commercial, Digital, Security, Finance) to identify and implement change.
Being a change catalyst – fostering and harbouring continuous improvement opportunities, proactively seeking these out.
Leading various projects to drive commercial intelligence, including refreshing the central management information portfolio. This will include providing accurate spend reporting to feed category strategy development.
Overseeing transparency reporting (including spend), ensuring compliance with legal and policy requirements.
Acting as the product owner for the Commercial aspect of the Purchase-to-Pay system and process, developing strong relationships with technical and finance leads. This will involve leading a small team of analysts to drive compliance with purchase-to-pay processes.
Developing a team of specialists that will drive changes, developing their technical and commercial skills.
Championing the role of the team, promoting digitalisation and innovation. Dedicating time towards raising the profile of the team across the FCDO as well as cross-Government.
Promoting the work of the team at cross-Government and industry forums, as well as staying on top of latest developments (including rules reform).
Candidates who secure a role that is considered specialist/technical, may be required to affiliate to the relevant specialist network, if not already a member.
Person Specification:
We are looking for someone with (minimum criteria):
Knowledge and experience of digital projects, including working with data flows, processes as well as system implementation/configuration; including being able to confidently deal with risks and issues.
Strong change and project management skills, able to drive change in a sustainable way, bringing generalist stakeholders along the innovation and digitalisation journey.
Strong stakeholder management and communication skills, able to develop and sustain a relationship with stakeholders from multiple different parts of the Commercial directorate and beyond; including being able to persuasively drive adoption of change relating to data, systems, and processes.
The resilience to manage multiple projects concurrently, with the ability to research, benchmark, scope, design, implement and evaluate project delivery to tight deadlines.
A proactive approach and a focus on continuous improvement of self and service, with an appetite to work with others to simplify processes and improve efficiency.
Excellent leadership skills, being able to manage and develop specialists; promoting the work and profile of the team inside and outside of the FCDO.
The following is also highly desirable:
Experience and knowledge of public sector procurement processes.
Experience with Purchase-to-Pay systems (Oracle).
Experience with Python and/or R.
Experience with PowerBI.
