Job Description:
Working across government, the postholder will be required to build and maintain a strong and effective network of policy leads and operational emergency planning contacts in order to support the delivery of the cross-government Pandemic Diseases Capabilities Board. This will require strong interpersonal skills and an ability to build and articulate a big-picture view of pandemic preparedness across the UK Government and Devolved Administrations. This will be varied and stretching work and require an analytical mindset, strong communication skills and an ability to work flexibly across a broad portfolio.
Working on the further development of our pandemic preparedness approach and the strategic alignment of our portfolio, the postholder will be required to analyse complex information in order to support the team’s work to develop a new pandemic preparedness strategy. This will require close working with policy and analytical teams and an ability to draw together concise narratives and considered policy options that support setting the overall strategic direction for the UK’s pandemic preparedness planning.
The role will also be involved in supporting DHSC’s commitments within the 2023 Biological Security Strategy. This will require excellent organisational skills and further cross-government engagement to maintain strategic awareness of delivery across DHSC and key delivery partners.
Finally, the successful applicant will also lead on producing high quality briefing for ministers and senior officials relating to DHSC’s work on pandemic and emerging infectious disease preparedness. This will require high quality drafting skills and expose the postholder to a range of parliamentary, media and other high profile areas of work.

Role responsibilities:
Leading briefing for ministers and senior officials on cross-cutting or strategic elements of the UK’s pandemic preparedness planning.
Support the development of a new strategic approach to pandemic preparedness by analysis and drafting of options for the development of the approach, including advice to ministers as appropriate.
Collaborate effectively and closely with Portfolio management office team in PPSP to support further development of the Portfolio plan in alignment with the department’s overall strategic approach, including by inputting to recommendations and papers for the Pandemic Preparedness Portfolio Board
Working closely with Cabinet Office and partners across the UK and devolved governments develop agendas and papers for the Pandemic Diseases Capabilities Board to support actions and outcomes for cross Government pandemic preparedness
Supporting the delivery of DHSC’s commitments within the 2023 Biological Security Strategy, including coordinating inputs to the quarterly RESPOND pillar board
Key skills and experience required for the role:
Experience of building networks and strong working relationships with partners and stakeholders in order to effectively develop and deliver policy
Ability to analyse and assess complex information and communicate clearly and persuasively to senior stakeholders, both verbally and in written form
Ability to work at pace, flexibly and independently, including within fast moving or complex environments, ensuring the delivery of high quality outputs and products
Good organisational skills and ability to manage small projects to deadlines , including ensuring there is an agreed plan and engaging stakeholders across teams as needed
Ability to support the development of future facing, innovative strategic approaches to complex problems and to develop clear proposals
Good understanding of effective governance, and ideally some experience from working within a Programmatic delivery or Portfolio delivery environment.
